ARTICLE I NAME

The name of this association shall be the Concord Home & School Association.

ARTICLE II PURPOSE

The purpose of this association is:

a. To provide a direct line of communication between parents, faculty and administration.

b. To promote the welfare of children and youth in the home, school and community.

ARTICLE III MEMBERSHIP AND DUES

a. The privilege of membership shall be extended to any adult in the Garnet Valley School District who is in good standing with this association. The privilege of making motions, holding office, debating and voting shall be limited to members.

The annual dues amount shall be set by the Executive Committee and approved at the Annual Budget Meeting.
ARTICLE IV EXECUTIVE COMMITTEE

SECTION I – MEMBERS

a. The Executive Committee shall consist of: President, Vice-President, Secretary and Treasurer At the discretion of the Nomination Committee and principal approval, roles may have more than one person sharing the role and their responsibilities shall be shared equally. The Committee shall also be represented by the Principal and all Committee Chairpersons so named annually

SECTION II – DUTIES OF THE EXECUTIVE COMMITTEE

a. President – The President shall preside at all meetings, give leadership to the organization, stimulate all members to their best efforts on behalf of this association; shall appoint a liaison from the Executive Committee to each committee,; and shall perform all other duties usually pertaining to the office.

b. Vice- President – The Vice-President shall preside at all meetings in the absence of the President, act as a representative of this association when called upon by the President and pursue the same objectives in the absence of the President. If the President should resign, the Vice-President will then become President and assume all duties of the office. If there are co-Vice Presidents, role of President shall be put to a vote within the Executive Board pending approval of principal.

c. Secretary – The Secretary shall keep correct records of all scheduled/called meetings of the association and the Executive Committee and perform such duties as may be delegated to that office, including the handling of all correspondences.

d. Treasurer – The Treasurer shall receive all monies of the association and keep an accurate record of receipts and expenditures in accordance with Article VIII of these By-Laws. The Treasurer shall present a statement of account at every meeting of the association showing balance, receipts and other expenditures since any previous meeting and at other times when requested by the Executive Committee.

e. Professional Staff Representative – The Principal of Concord Elementary School shall act as an advisory aide for the administration.

f. Faculty Representative – The Faculty Representatives shall act as liaisons to communicate pertinent information in furthering this association’s purpose.

g. Committee Chairpersons – The Committee Chairpersons of all the annually named committees shall plan their activities in collaboration with their committee members, report progress at monthly meetings submit a written financial report to the Treasurer, and submit a committee correspondence form to the board liaison at the conclusion of the committee’s activity.

SECTION III – ALL EXECUTIVE OFFICERS

a. Having missed three (3) consecutive meetings, without just cause, shall be asked by the Executive Committee to resign.
b. The Executive Committee is expected to support the mission and goals of the organization. Failure to do so, any board position at the discretion of school administration, can be removed for just cause.

c. A vacancy in any office shall be filled for the unexpired term by a person appointed by the President and approved by the Executive Committee.


SECTION IV – NOMINATIONS

A Nominating Committee, consisting of three (3) members appointed by the President and approved by the Executive Committee, should be active at the March meeting to secure the consent of nominees, after then have been approved by school administration.


SECTION V – APPOINTMENT AND TRANSITION OF EXECUTIVE COMMITTEE

a. Installation of new officers shall take place at the June meeting with the term of office beginning immediately upon adjournment of said meeting. Past Officers must deliver all official material to their successors after adjournment of June meeting, except the Treasurer who will surrender all financial records by the close of the fiscal year.

b. Committee chairpersons duties will cease at the end of the school year and the newly appointed Executive Committee will appoint new committee chairs for the upcoming school year.

c. When applicable, the tenure of office shall be for two (2) years, from June to June and no officer may serve in the same office for more than two (2) consecutive years unless a vacancy remains after nominations are complete.

ARTICLE V QUORUM

A Quorum shall consist of a majority of elected officers including the President or a Vice-President and twenty-five percent (25%) of the Executive Committee plus those members present.

ARTICLE VI MEETINGS

A regular meeting of this association shall be held 5 times per year from September through June, unless otherwise provided by the Executive Committee. Seven (7) days’ notice shall be given for a change of date for the regular meeting.

ARTICLE VII FINANCES

SECTION I – EXPEDITURES OF FUNDS

a. Expenditures of funds are authorized for any budgeted item but not to exceed the total dollar amount of the budgeted item unless pre-approved by the Executive Committee.

b. Expenditures of funds for non-budgeted items exceeding fifty dollars ($50) must be approved by the Executive Committee in advance.

c. Expenditures of funds for non-budgeted items involved amounts less than fifty dollars ($50) may be authorized by the President but must be reported at the next regularly scheduled meeting. At no time can the President alone authorize more than two hundred fifty dollars ($250.00) in any fiscal year.

SECTION II – ACCOUNT SAFEGAURDS

The Treasure and another Executive Committee member shall be required to be signers on the bank account.

SECTION III – TREASURER’S BOND

The Executive Committee may wish to procure a bond for the purpose of insuring financial responsibility of the person who holds the office of Treasurer. This bond shall be purchased at the expense of this association.

SECTION IV- ANNUAL BUDGET COMMITTEE

The Budget Committee convenes once a year to establish an income and expense budget for the forthcoming fiscal year. The organization will operate on an approved budget each fiscal year.

a. The outgoing Treasurer will preside at this meeting.

b. Persons holding the following association titles are encouraged to be in attendance:

Incoming Treasurer
Incoming President
Grade Level Teacher Representatives
School Administrator
Outgoing Treasurer
Outgoing President

ARTICLE VIII PARLIAMENTARY AUTHORITY

SECTION 1 – AMENDMENTS

These By-Laws may be amended at any regular meeting of the association by two-thirds (2/3) vote of the members present and voting, providing notice of the proposed amendments shall have been given at the previous meeting.

SECTION II – ROBERT’S RULE

ROBERT’S RULE OF ORDER REVISED shall govern this association in all cases to which its regulations are applicable and not inconsistent with By-Laws.
